The Portuguese forward went theatrically to ground, having clipped the knee of the defending Czech.
Ref Martin Atkinson was on the scene and immediately signalled no penalty.
The decision left Ronaldo fuming as he looked to add a second score to his first-half goal.
His mood was not helped as the game went into injury time after he was denied a second penalty shout.
Atkinson again signalled no spotkick after Ronaldo was tripped by Kurt Zouma.
